Grinding under the hood (light grinding, not heavy like a starter) when starting, REDUCED ENGINE POWER light if it even starts. I'm thinking Throttle Actuator Control motor has its gears stripped out. Thoughts?

Visit the drawer of Jeremy. In all seriousness start with your first hunch. It is hard to diagnose without hearing it firsthand.

Sounds like TAC motor yeah
I mean
I'm sure it would sound like TAC motor if I were there and could hear it to diagnose

Pull the intake hose off the throttlebody. When you cycle the key on and off. The throttle blade opens and closes. If you are by yourself, leave the key on and either remove and replace the negative battery terminal or pcm fuse. Do you have a way to scan it also?

Damn, good idea! No, I seem to have misplaced my scanner, but I'm going to pull the hose and cycle the key, for sure.
